During the Contract Management and Implementation Support phase, a comprehensive contract management framework is established, including practical tools and procedures to ensure effective administration of the PPP agreement. This phase involves continuous monitoring of construction progress and compliance with contractual milestones, as well as the review and assessment of variation orders, claims, and other contractual matters arising during implementation.

In addition, private partner performance is monitored against agreed key performance indicators (KPIs) and service-level standards to ensure compliance with contractual obligations. Advisory support is also provided during the commissioning phase and throughout operational readiness to facilitate a smooth transition from construction to operations and long-term service delivery
