During the PPP Structuring and Contract Design phase, appropriate PPP models—such as DBFOM, O&M, Hybrid PPPs, and concession arrangements—are structured in line with project objectives and sector-specific requirements. This stage includes the development of robust financial models and an assessment of the project’s bankability to ensure its attractiveness to potential private investors and lenders.
Furthermore, PPP contracts are drafted together with detailed technical schedules, key performance indicators (KPIs), and performance-based monitoring and enforcement mechanisms. Payment mechanisms, tariff structures, and incentive schemes are carefully designed to align private sector performance with public sector outcomes. In addition, a comprehensive risk allocation matrix and corresponding risk mitigation strategies are prepared to ensure optimal risk sharing between the public and private partners.
